1.4 Elam PARTIN Sr.
Birth ca 1796, TN
Death Apr 1880, Clear Creek, Bell Co., Ky.
Burial Bell Co., KY
Occ Farmer

Elam Partin was born around 1796 in Tennessee. William Partin was his father, but the identify of his mother is yet unknown. Brothers included Shelton, Vincent, Winston, and Ira Anderson (I.A.) Partin. Jonathan and Andrew Jackson were half brothers by William Partin and a later wife (See the Spring 2000 issue of Gateway for more information on William. The same information may also be found on my website ronpartin.com).

The first pfficial record of Elam appears in Claiborne County court records for Feb. 9, 1816 (p. 6), to wit: "The assignment of a plat and certificate of survey from James Mills to Elum Partin for 10 acres of land was proven in open court by the oath of Jesse Carpenter and James Byrd and ordered to be certified." Elam married Matilda Clayton a month later on March 7, 1816 in Grainger County, Tennessee. John Clayton was the bondsman for the wedding. It is probable he was Matilda's father or brother.

A Claiborne County deed entry (#1896) recorded May 13, 1817 notes, "James Mills enters 10 acres on the Clinch River north of the River Hill, including house and spring where Elam Parton now lives. Part of Warrant No. 2409 for 100 acres issued from Carter's office 16 Aug. 1784 and examined by Arch'd Roane, Comissioner for East Tn, 18 Aug. 1807 to Thomas Carder."

Feb. 14, 1820 - Taxes were posted as due from Elam Partin on poll and land (Claiborne County, TN Court of Pleas & Quarter Session). The 1880 Kentucky Mortality Schedule indicates Elam was a resident of Bell Co. 60 years at his time of death, which would suggest he moved to Kentucky around 1820. Elam appears on the 1820 Whitley County Tax List (page 14, entry 09). Census records indicate Louisa was born in Tennessee in 1820 or 1821.

By 1825 Elam had acquired one horse and a net worth of $50. The 1830 Whitley County Tax List (page 21, entry 11) listed 50 acres on Laurel Fork and two horses and a value of $150. Elam Partin appears on the Whitley Co. tax list from 1820 through 1830. Records indicate he owned 50 acres on Laurel Fork in 1830. In September of 1828, Elam Parton purchased items for $3.90 and $7.60 from the estate of William Rundles (Whitley County, KY Will Book 1, 1818-1854, p. 23). Shelton Parton and Thomas Parton are also included on this list of purchasers.

A Knox County Land Warrant was issued May 5, 1831 for land on Big Clear Creek (Book O-2, pg. 484). August 13, 1837, Benj. Tuggle had 50 acres situated on Clear Creek surveyed on a Knox County Court warrant (no. 26). The survey began "8 or 10 poles from Jonathan Partins' house." The entry was signed by I.A. Partin and Elam Partin (marker). The same day Elam Partin (marker) and Jonathan Partin witnessed another survey of Benj. Tuggle "on the school house branch of the waters of Clear Creek" (Knox County, Survey Book 2, p. 346).

The 1840 Knox County, Kentucky census lists:
Males: 2 under 5, 1 age 10-15, 2 age 15-20, 1 age 20-30, 1 age 30-40
Females: 1 under 5, 1 age 5-10, 1 age 10-15, 1 age 15-20, 1 age 40-50.

March 7, 1846, Elam Partin had recorded a survey of 100 acres of land (Knox County Court Warrant No. 209), situated on Big Clear Creek to include Anderson Partin's house. Survey included markers of white oaks, maples, chestnut oak, and poplars. Witnessed by Shelt Partin, Robt. Partin, and Elum Partin (marker) (Knox Co. Survey Book 2, p. 572). Elam appears on the Knox Co. Tax List in 1834, 1837-1858 and after.

June 1, 1851, Elam had two plots of land in Knox County surveyed, one for 100 acres on Log Mountain watercourse and another for 300 acres on Little Clear Creek (Kentucky Land Grants Volume 1, Part 2, book 38, pages 464-465).

July 25, 1855 - Elam Partin filed an inventory and bill of sale for property belonging to William Partin, deceased February 25, 1855.

Elam Parton, Sr. was listed in the Knox County Tax Roll for 1856, both for himself and as executor the estate of his son William Parton.

Elam and Malinda sold 25 acres for $45 to son James B. on February 8, 1866 and 200 acres on Clear Creek for $150 to son John C. Partin. On November 8, 1866, Elam is recorded as a witness to the marriage of William Partin & Catherine Partin. One October 15, 1868, The Bell County Circuit Court ordered that Elam be exempted from the poll tax, apparently because of his age. The 1870 census indicated that 1870 Elam resided in Pineville. He appeared in court to sign as surety for his son, James B. Partin as county surveyor, February 1872.

Interesting note: Decker (History of Knox Co., Kentucky) cites a Knox County death record: Evaline Mosley; 23; Parent Elam Parton; died Feb. 28, 1855, scarlet fever. This may be an unidentified daughter of this Elam. None of the other Elams would have been old enough to be Evaline's father.

Note: A Talifaro Partin m. Lucy Hallford 8 Sept. 1814 in Grainger Co., Tennessee. No other trace has been found of this couple. He was most likely related to William Partin.

Appointed Surveyor of Bell County from September 8, 1867 to December 1868, James B. surveyed the county line when Bell County was formed. He was elected surveyor to the county, Aug. 1, 1870 (Suretie: John Goodin, Jonathan Partin, William S. Partin). He was officially sworn in Sept. 12, 1870.
Prior to 1870 James B. and Sidney had moved their family into Pinville. In the 1870 Bell County census Parmelia Hammond, 22, and James Lee (county court cleark) were residing in the Partin household. James B. lived on Big Clear Creek. Children included: John (12), Agnelina (10), Bethena (7), Rachel (4), and Nancy J. (1). The family's real estate is valued at $1500 with personal property at $400.
